The procurement programs at the heart of the arc wave are legacy systems – expensive and technologically advanced new platforms that are incremental upgrades to existing platforms. Hams, new technologies allow states and non-state actors to generate military power that harms U.S. military interests at far less cost than the Department of Defense pays to upgrade existing forces.

The result is that the United States must rethink the wisdom of a grand strategy that forces it to project power globally, or rethink its current and most expensive means of doing so. Phase one of the project involves determining the effects of microwave radiation on humans and developing a device design that includes an antenna that can survive the intense radiation.

Phase II requires a prototype, followed by Phase III transition to end users such as the Air Force Medical Readiness Agency's Advanced Development Office or the Army's Program Manager for Soldier Survivability. Answering the question of how the Pentagon will pay for its modernization plans is less important in the long run than deciding whether to pay for them.
